    The local authority have borrowed money. They are not a revenue generating organisation. If they have to repay the loan themselves it will come from funds intended to provide services to the public.

    The Higgs Charity no longer makes small grants but concentrates on bigger schemes which benefit people of a Coventry as a by-product. This could be one and might be one.

    Well as effectively the debt is the council's debt I think all the council want is it settled so they can repay prudential borrowing.
