It's not just about the rent though is it? ACL should not be arbiters of how CCFC should be run but they must have had some major run ins with SISU to be going down this route. They cannot work with the current owners.

I doubt it. The right investor will already have an idea about the potential to develop the area as in the original plan. They will also want to take control of the stadium at some point. The right investor may get concessions along the way. In all of this I think Higgs charity et al will...
