You are right, there are not tens of thousands. But, the pedestrians are on the road/ carriageways etc. The island in particular. A large number of people go up Burbages lane to at least 3 car parks and local homes/ road parking further afield.

The old social club site on Burbages Lane and cars parked nearby the car sales just up the road…Cars leaving and driving towards oncoming pedestrians on to Winding house lane. They then turn onto the northbound carriageway. Considering the car park has stewards there, it does seem surprising...
