    The council has no powers to do that, it has to take any application on the merits of the application. The council makes its own planning applications without any proof of funds, look at City Centre South, Friargate masterplan etc etc etc.

    The council would have to pay for legal advice on whether they could sell common land, do a certain amount of consultation, seek professional valuations on the value of the land (if they could even sell it which is doubtful). It would cost a fair few quid just to do that. Nothing is free...
