No, It's accessed from the East Stand and fans in it only have access to the concourse in the East Stand. There is also a fence between 13 and the first block in the South Stand.

How would having people in block 13 have any effect on that? There's another 2 blocks of home fans plus and empty between that block and the away fans. Also the police were awful vs Brum, blocking normal fans getting away from the roundabout while not stopping blues fans from walking down to...
