Honestly, I don't see it. I'm pretty sure the only time that's an issue is if you overtake and keep the position before crossing the start line to restart. Max was behind at that point. Technically you're meant to stay on the racing line behind the leading car, but I don't think I've ever seen...

With regards to overtaking under SC, I've always understood that as long as you were behind at the start line, you were OK.

I think the bit of it that does have to happen is the "following lap" bit. That's not so open to interpretation, and in this case would have meant the race should have ended under the SC. Will anything come of it in terms of the title? Probably not. Not least because the FIA won't want to admit...

And Mercedes are protesting on this basis.

Apparently Masi didn't follow the rules anyway. All lapped card should have overtaken, then the SC ended at the end of the following lap. He let five cars through then immediately ended the SC. Rules 39.12 and 39.13 of the 2021 FIA Sporting Code. In this instance, that would mean the race ends...

No doubt they probably weren't the best at strategy. Red Bull had that option and took it, that's fair enough. That's racing. My problem is the one I've had for the last couple of seasons with Masi. He's out of his depth.

You do raise a good point. If you assume Max would have done the opposite and stayed out, then yeah, it would have been reversed. As I say though, it would still have put them close to Max, and I'm not sure they trusted that to end well. Even with fresher tires and better grip.

Thing is if they'd pitted him that would have put him behind Max, he was just close enough. And the Mercedes really struggles in dirty air. I'm not sure it'd have had the same pace if it'd been behind. Plus, it leaves them open to Max forgetting how brakes work again.
