Every clown that fails to appreciate this point will know someone who's moved away and taken time to settle but it always comes down to how much footballers are paid.. People think a large pay packet should remedy any negative physical or mental impact of what's going on in their daily life.

How can you answer either way, you'd have to go through every case individually. And like most things, I doubt there's a single magic bullet answer, but I'm fairly sure that restoring funding to a service that's failing will bring about more improvements than threatening under the cosh staff...
