The officers make the plans and the decisions in reality. The problem really is that the councillors will go with their advice as they don't know any better.
My experience is that they use lower level administrative staff to do the work but charge as if it is a solicitor. They're robbing bastards, if I ever move again I'll do my own conveyancing

TBH Medieval Spon Street does not work, if I was in charge and had all the cash. I'd be looking to lift Spon St again and recreate it elsewhere as well as demolishing the Sky Dome and Ikea. Then we'd have a large site fit for the new stadium which I'd name Spongate.

The answer to this is that Coventry City Council has zero interest in CCFC being anything other than tenants to Wasps, for that is what the deal with Wasps was reliant on. The sequence of events in 2014 may show that.
