I'd suggest you read 'The Deficit Myth' by Stephanie Kelton. There is no 'debt' pass down to anybody, that's a myth. The UK government 'borrowing' money solely denominated in £ sterling could 'repay' it all tomorrow...
Despite Rose being out of position, there was still plenty of work to do for them to score. It's probably also worth being clear that Rose has followed Lowe up there, it isn't that he's wandering chasing the ball.

Not sure why Rose is being blamed for the first goal. Hyam again was the deepest of the 3 centre backs playing their player onside, and then was a bit slow to come out and block the shot.
