    Two pubs so far around here have announced that regardless of which tier we're going in, they won't be open again in 2020. One because its unviable and another who have said they don't want to be responsible for any rise in cases.

    It's literally so eg airlines still have a license to travel between the UK and Europe. Without an agreement this doesn't exist, so you need an emergency provision so people aren't stranded. It's nothing like an extension to the transition where EU law applies
