Being paid £9m in installments is different from £9m subject to conditions. The former is fine unless you need the cashflow. The latter is less attractive.

The message it sends to the public is: "Sorry, we can't do much about your abysmal public services nor can we do anything about the level of tax you pay as it all needs to be funded you know."
