It would be crazy to dismiss the idea that this killer was an Islamic terrorist but we do at least need to establish some facts - where and how often did he attend mosque? Was he Sunni or Shia?
I think it’s a little easier to ascribe political motivation to a murder when the murderer shouts out the name of a political party during the attack, and the victim is an MP.
