The fit and proper person test has been around for years and is part of the football league rules. It does not get used because anyone who is classed as not fit and proper just uses someone who has a clean record to be the official owner / board member but then pulls the strings from behind them.

What good would it do for ACL to wind up CCFC? Clarke is as good a replacement as we could hope for for McG, but being able to play them both together would be a nightmare for Lg1 defences. Lets hope.
