    It's to stop clubs making frivolous appeals, and is more effective than a fine, as otherwise rich clubs would/could appeal everything, whilst clubs struggling financially may be wary of appealing a valid case.

    How does the statement help anybody, though? You don't get 12 clubs in the PL make statements before the start of a season saying 'we don't expect to achieve anything this season as we can't afford to compete with the bigger clubs'
