Penalties to be taken at both ends but only one ball in play. After team 1 has taken theirs the keeper has to recover the ball and boot it to his player at the other end of the ground. No requirement for keeper to stay on his line. If the ball goes out of play then you’ve conceded possession...
Also worth noting that former Brighton director of football Dan Ashworth is there now. I’d imagine part of the reason he’s in the post is to get value in their recruitment rather than pissing it all away on superstars.
There’s a lot of variables to take into account though. If you look at Cardiff’s previous visit to the PL their attendance held up ok post relegation vs pre promotion. But they were in a fairly new stadium and that had led a bump in attendance anyway.
Not entirely following your thinking, but both were undermined as the Covid season followed. Can’t really put any value in what comes after chronologically.
