    Spot on. This is also why I found it bizarre that Labour ruled out any increases to the major taxes over the next Parliament.     I thought it was 4 but that’s not the point. The parent ultimately is the one who’s making the decision to allow it. Without the parent the kid (which is what they are) can’t join. Even if the parent allows, they join the college until they’re 17.5 when they start their training.
