I believe there's still legality in a verbal agreement, could be wrong. Thorn and Harrison were both announced after a verbal contract at first too. Assuming all goes well, this is a lot better than any 'new' signing.

Did they leave the card the first time? There should have been a number where you can give them alternate arrangements. A lot of places have stopped leaving packages at other addresses on principle now without consent of the addressee first.
