Again, if they want a key opposition player ruled out for games against survival candidates, they would likely *want* the FA to investigate, especially as there's sufficient evidence of wrongdoing.

Why wouldn't they report it? If they thought their player was fouled aggressively off the ball and the ref didn't see it, I'm pretty certain they'd want it reporting so that it doesn't happen again. A 3 match ban would rule him out of games including vs Oxford and WBA - two of Norwichs...
