For the details and legal stuff they probably do but there's a difference between a player saying I want to sign for Cov, sort it out and saying stall as long as possible in case I get a better offer.

I think you might be referring to their academy not their first team facilities. The academy rules apparently set geographic boundaries that are due for review in several years.
