They've recalled a 32 year old defender who has played well over 100 PL games for them to cover an injury. That's a lot different to recalling an 18 year old who's started 1 PL game for them and expect him to be scoring for fun!

A council should have insurance in place for this sort of thing so the only actual financial hit would be an increase in insurance premiums.
