Yes, once you've submitted the paperwork you have technically made the transfer but the authorities could reject it. Don't think that's ever actually happened. From what other clubs have been saying the problem here is the system for submitting the paperwork isn't working.

So everything at the club should grind to a halt until the authorities sort out the player registration site?

Good point from Shearer talking about people blaming the PL or the academy system. Basically pointed out that this Wales team have come through the same system and are playing to a plan and playing for each other. That's the difference for me. When the going gets tough for England too many...
