Its not a difficult concept so I find it hard to believe people genuinely don't understand it. More likely playing dumb to avoid having to address things that don't line up with their preferred narrative.

I've tried with the Ombudsman but got nowhere, they wouldn't even log it as a complaint. Said you can only log a complaint about something that impacts you as an individual but not others. So you can log a complaint about your care provision for example but not the entire city being screwed over...
