I seem to remember him actually being quite complimentary about Bailey, just saying it was unfortunate for him that he had other players ahead of him like Bryon and Will Hughes.
Bigirimana was 17/18 when he was here before and playing in an extremely poor team at the time. It's hardly the best situation to pass judgement on him.
It was the same situation with people writing off Turner when he was only 18/19 for us, or last season when our fans were constantly mocking...
Not sure exactly, I'm guessing he played a major part in selecting the manager and also a big role in signing players.
I'd imagine Waggot would identify a list of players that we could realistically sign and then with the help of SP narrow down the list to there primary transfer targets.

Agreed I don't see him playing a massive part in Brazil, from the 5 central mids (Gerrard, Henderson, Barkley, Lampard, Wilshere) I'd have Wilshere as 4/5th choice from that list.
I'd have still taken him ahead of Carrick and Cleverly though
