Probably because the ACL offer isn't/won't be as good or as attractive as it may seem on the surface. If it doesn't offer revenue streams or part ownership, it ain't worth jackshit.
Had the FL not allowed the ground share there was a very distinct possibility that CCFC would be thrown out of the league. The end.

Try and read this quote from Clarke from a different angle.
