They still have to be issued a permit, it's just 4 players that wouldn't normally qualify for a permit. It could be something as simple as a backlog in the paperwork.

It's clearly just a delay in the work permit being granted that's holding up an announcement, Boddy even alluded to it being just a matter of paperwork on the radio yesterday. He wouldn't be out in Portugal with the squad if it was anything more complex than that
