    Ok, so to summarise, the council didn't believe it to be state aid so assumed no sign off was necessary, either by the EC or the member states authority (which in this case I assume was the UK Govt/Dept CM+S)? The courts agreed with the council so all hunky-dory, right?! In our case anyway...
