Maybe there could or should be a thing whereby the standard of accommodation goes down if you cause problems. Not sure where this would end as you'd probably have to set up some sort of camp which doesn't help...

You built a solid foundation from the bottom up. Make sure those at the bottom have more to spend and everyone wins. They can afford the basics of life and that money they spend creates demand allowing businesses to grow and therefore employ more people.
Far more money would 'seep up'...
