Typically not but it's been different with EPL this year. Normally fixtures are released then a couple of weeks later, Sky will announce the first batch of TV games which will then move accordingly.

Once released ALL fixtures are set, apart from any that move for TV. There'll be less 'TV release dates' through the season, moving from about 8-9 to 2-3 to save fans losing money on tickets, travel, hotels etc when games move for TV.
I think there's a big difference between what a players perceived value is and what we'd want to get for them if they were to be sold. Those two figures should be the same but invariably will be different.
