There is no such thing as a 'natural level'. It is dependent on a combination of factor including what tier a team is playing in, how successful they are within that tier, and other factors such as hooliganism problems that caused a huge reduction in attendances nationwide in the 80s. Oh, and...

IMO it would be much more newsworthy if we had zero home fans but sold out away matches as it would show the fans were refusing to acknowledge Northampton as being our home ground but still supporting the club everywhere else.

Possibly not but it would make worldwide sports headlines if a professional football club had zero home fans and that would add more pressure on the FL to take action. We'll never know.
