    Trouble with them only driving occassionally is you're exacebating the problem of deteriorating faculties with losing the 'muscle memory' of driving. Wierdly IF they're going to keep driving they need to do it regularly to keep their hand in.

    It's one where it needs plenty of others to do the same. If one school doesn't allow an inspection it's a problem for the school, if a lot of schools don't allow inspections it's a problem for the inspectors.
