Yes The problems last year were about clubs and they decided to fix this by still giving them allocations above everybody else while also pissing off a lot more people.

It should have been like a raffle where you applied for tickets and the more points you had the more likely you are to get a ticket but say 5/10% are going to people with fewer points.
