No, but it doesn't mean the home isn't yours at the same time. It means you're still paying off the loan that allowed you to own the home, but outside that you can sell it, remortgage it, add a swanky conservatory or paint the walls luminous yellow if you want.

A house is yours, but it's the guarantee for the humongous loan you're paying off at the same time. If it wasn't yours until paid off you wouldn't be able to sell it and so everyone would live in the same house for 30 years.
