It’s nothing to do with negotiating contracts - the reason parachute payments were sanctioned was the 3 team relegation - the pay off is the protection those clubs get which doesn’t exist in the Football League.

They can’t do that. The PL wanted two down and always have - the concession to keep three is the parachute payments exist.
