I'd imagine clubs will put feelers out to players agents etc. and informal talks/ negotiations will take place. But as far as I'm way english clubs can't agree any sort of formal agreement or make a formal offer/ negotiation for an out contract player in england till the English season is finished

The problem with Reda was likely the club wanted to renegotiate his terms to reflect his injury record, a clause for an extra year would have been at a specified salary.
