Because most of the Leeds team were celebrating the goal that appeared to have stood. Sometimes a bit of common sense is required; that's why the referee always has discretion.

We were 2-0 down in 25 mins via two errors. We had to chase the game, if it had gone 3-0 he probably would have tried to shut up shop. Regardless even with both sides at full strength Leeds are miles better than us, and we’re far from full strength.
