Why should anyone pay extra? It is a trivial cost to issue a card and they can last years. I think they are already charging for lost card replcement or new cards.

I thought the way it was promoted was nonsensical and irresponsible scaremongering, I regarded it as nothing but a well made dystopian drama. Were you still rather young when it was aired?

Please do not take my post as alignment or agreement with that policy, couldn't tell you what it's effect might be, but I do think it is a hell of a lot more imaginative than the policies being pursued over here.
