If you take the results as given (ignoring any issues with methodology etc), we see: 5.3% said it is all or mainly the fault of ACL/Coventry City Council 34.9% said sisu and ACL/Coventry City Council are equally at fault So, the answer to your question is "not". Only 34.9% "blame the council...
