    The council took out a £21m loan to develop the site. This was paid back to the council when the stadium was built and they could then get a mortgage on the property. This mortgage was then paid off using the £21m deal for the 50 year lease.

    You missed the offer after the first which was also withdrawn by Hoffman. So that is 3 offers - none (which were legal) turned down by sisu. He doesn't want to buy the club - he wants to be given it.
