You are, yes. So long as both clubs agree to it, the EFL agree to it (has to be a genuine good reason- this ticks that box) and as someone pointed out earlier, they can cover logistics and things like emergency services cover.

I don't think its weird either. They've agreed a long term rental deal then should be focused on running their respective businesses. I can't see why they need to speak often. Once a quarter maybe. Certainly no more than once a month. And I'm sure there was probably an element of trust in them...
