The website never works. I've tried say 20 times in the last 2 weeks and never got on. Why?

I think on read that their server is still based at the Ricoh. I expect the cleaning lady "accidently" unplugs it whilst vacuuming ever now and then.

I do hope ACL are charging them rent for having their server at the Ricoh.

I had not heard that but if true, then that is very bad news indeed.
I don't think there is anything untoward about it, I think they are a registered charity and do work on behalf of the club rather than for it.
Edit -should have just checked the website! And it does appear it is they who are based at the Ricoh, which explains all the people ambling about in City training wear.
