Encouraged? Did they inform the organisers? Did they “encourage” the organisers to cancel given the intelligence they were getting from friends and foes and indeed their own observations by their own military of build up on the edge of the Gaza Strip next to the location of the festival? Did they warn the attendees of the intelligence they had received? Did they warn attendees of what they were observing themselves at the border?
The answer is no to all those questions isn’t it?
That’s before you even consider that it was always within the gift of the Israeli government to stop the festival.
No warning to those who organised it. No warning to those in attendance. No warning to those who live in the immediate vicinity. No build up of military in the region to combat what the intelligence was telling them and they could see coming with their own eyes.

Feel a bit sorry for Reeves as this is a curveball which could increase inflation, reduce likelihood of BoE cuts and increase government borrowing costs
