This was a known thing before the ceasefire came into effect and was independently confirmed by the Red Cross that it would not be possible to return all the bodies immediately, or sadly in some cases ever.

Feels like this alongside the killings of Palestinians since the ceasefire its just a case of Israel looking for reasons not to stick to the ceasefire. Given still that there's still a lot of the ceasefire to be formalised in negotiations that seems a course of action that will only end in one result.

Potentially the result Israel wants. Netenyahu was under huge pressure to get the hostages returned, there was a feeling he viewed continuing the war as a priority over their return, possibly as a means of retaining power. Now they have the surviving hostages back how much pushback will their be if he restarts the bombing campaign?

Hopefully they turn out to be unfounded fears.
