Where I live there is one big power cable coming in, this is then split into 4 to supply 4 meters and 4 apartments with various fuses etc.
I have been trying to get a smart meter to come off PAYG got well over a year but British Gas won't change meters (had them out twice and they look at it and straight up refuse) because of the wiring and cables before the meter. (Also some loose junction-type boxes). British Gas reported it to Western Power too.
I have spoken to the Landlord of the communal area who I pay a small ground rent to, they said it would need to be Western Power. Each apartment has it's own meter and feed registered with the Electric companies.
I have been onto Western Power who are also saying it isn't down to them but they will kindly tidy the cabling up for hundreds of pounds. They are refusing to look at it unless I pay them loads.
I think it just needs the power going off, tidy up those cables and attach the boxes to the wall. I don't fancy doing it in case I get a bit of a shock....
