You're right he didn't. He was reported to have said, on a call to manufacturers, that efforts to source ventilators should be called operation last gasp.
He was given the chance to clear it up at the following days press conference but when asked if he thought that was appropriate but instead of denying it he gave a load of waffle.
I think the cases are a better indication. Deaths have a bigger lag and people can die in 48 hours or 12 days.
