The council/collection agency will have all the relevant details, so refunds should be automatically processed rather than people having to request them.

My Wife got caught in a bus lane by Coventry station about a 18 months ago, I remember having a moan about it at the time.
Mind you I also got done for being in a bus lane in Cardiff a few months later.
