If you told someone they were a sight for sore eyes, is that a compliment or an insult?

Billy Connolly has a great story about when he lived in LA and invited Sean Connery around for dinner, Sean got lost so Billy went out to meet him at a nearby petrol station so Sean could then follow him back to his house. When Billy got there he was greeted by Sean saying “Billy you’re a shite for shore eyes”.

Obviously funnier when Billy tells it doing a Sean Connery voice.

Always thought an insult but now I've read it in words it makes more sense to me as a compliment.
