It's Rangers doing. They unilaterally stopped Celtic fans attending the games at Ibrox and thus Celtic stopped giving them tickets to the games at Parkhead, If Rangers reinstate away tickets at Ibrox then Celtic will be more than happy to give Rangers fans tickets as well.
