Everything has obstacles in football, ours being SISU. It would need structure at first, what's stopping it?
What's stopping it is those very barriers!
It's good people are looking at ways to facilitate fan-ownership or influence in this country, this is a good thing and not before time.
As it stands, however, fan ownership in entirity only ever works as a firefighting measure in this country, because the systems aren't set up to support it as a desired model. After firefighting, fan ownership tends to fold as the realities hit home.
Given who's on that panel I struggle to see any change other than paying lip service to fans... but you never know. What's slightly more concerning in a general sense is they seem mainly to be looking to remove the obstacles to fans having influence at clubs. Nowt wrong with that either... although it has to be beyond mere ability to own shares, as that didn't do us much good in influencing Robinson and co. before SISU came along. It does seem the most workable compromise as a first step however, but they're not exactly pushing the boundaries with their remit in that case.
