Does it ? Or could he be a front for others, there does seem to be interest. If for example Jordan saying sisu over value the club suggests an offer was made.

I don't think it's been mentioned on here but there was a post on twitter from someone who said Hoffman was at the England game last week talking to city fans and dropping hints that there's something going on behind the scenes.

We've been here before with him I know.
