You would think a final design should be agreed and then raise funds, but i think some have already donated.

Agree with the majority I'm afraid re the flag design, but really appreciate the effort it must have taken. Regarding how to decide, I would simply give people a decision between the two below. Straight shootout. Whichever wins gets made. Not everybody will like it, but you can't please everyone. Both simple designs, but very different. Just needs a bit of authority as there are so many involved.
Was this a scam the bloke asked for ideas, a lot of people gave plan/ideas though he was gonna go of and work with them and come back with something to vote on, but comes back with 3 of his own very similar design and ignore all ideas put forward, and now changed his avatar to the dodgy monarail salesman of the Simpson
